The Cruelty Free Cosmetics Resolution – otherwise known as Senate Joint Resolution 22 – passed approval this week in California.
The legislature won overwhelming bi-partisan support, receiving approval with a vote of 31-0 in the Senate and 64-0 in the Assembly.
The resolution, sponsored by Cruelty Free International, and authored by Senator Marty Block (D-San Diego) asks the California legislature to send a message to the US Congress and the President to adopt uniform restrictions on animal testing of cosmetics.
Specifically, it urges the federal government to mandate alternative methods to animal testing, whenever scientifically satisfactory methods are available. The measure also calls on the United States Congress to enact legislation that would establish reasonable deadlines for the prohibition of the testing and marketing of cosmetic products which have been tested on animals.
According to Cruelty Free International, with the passing of this resolution, California is essentially calling on the rest of the nation to take further action to harmonize US laws with those of the European Union which has now banned the sale of new animal tested cosmetics in addition to prohibiting animal testing for cosmetics.
Monica Engebretson, campaign manager/North America, Cruelty Free International, commented:
“The passage of the California Cruelty Free Cosmetics Resolution is hugely significant as it hails from a state that boasts one of the largest cosmetics market in the nation and has a long history of supporting safe and humane cosmetics. It’s time that the rest of the nation follows California’s example.”
